All comics in Cambodia could pretty much be called small press. During the Socialist time there was a small but measurable samizdat small press, usually escapist in theme. (Not so much comics or zines as novels & short stories, rented out.) If you read French, try Olivier de Bernon’s ‘ Literature of the Years of Miseries ‘ .
